Imperial Decree makes any damage lethal, so one Energy of Bellows Breath kills three of anything

Payoff
Deck
- Legend domains are Mind and Order; the source builds it under a Viktor legend.
Prerequisites
- ONE DAMAGE IS LETHAL DAMAGE FOR THE WHOLE TURN, WHICH IS WHAT MAKES A 1-ENERGY SPELL A WIPE. The Decree's wording is 'ANY unit', so it also kills your own bodies that take damage - including in combat - and that is the real cost of casting it.
- SIX UNITS, NOT THREE, IF YOU PAY THE REPEAT. 820.1.d.1 makes the paid Repeat execute the instruction a second time, and 820.1.c.3 caps it there: 'Each Repeat Cost can be paid only a single time.' Two batches of up to three at the same location.
- 'AT THE SAME LOCATION' BINDS EACH BATCH, not both - the second execution chooses its own targets, so two locations can be hit with one card if the Repeat is paid.
- 7 Energy and 3 Power for the pair, which is a whole turn. The Decree alone does nothing, and Bellows Breath alone kills 1 Might units.
- ezreal-marai-spire-free-repeat already names Bellows Breath as the one Energy+Power Repeat that Marai Spire discounts - a deck holding that battlefield pays 1 Mind Power for the second batch instead of 1 Energy + 1 Mind.
Steps
- Play Imperial Decree (5 Energy + 2 Power): for the rest of the turn, any unit that takes damage is killed.
- Play Bellows Breath (1 Energy + 1 Mind Power) and pay its [Repeat] (1 Energy + 1 Mind Power).
- First execution: deal 1 to up to three units at one location - all three die.
- Second execution (820.1.d.1): deal 1 to up to three units at a location of your choice - all three die.
- 820.1.c.3 stops there; a third batch is not purchasable at any price.
Per iteration
up to six units killed for 7 Energy and 3 Power, regardless of their Might
How it ends
one board wipe per pair of cards; the Decree's effect lasts the turn, so any further damage this turn also kills

How this entry was audited
REFUTE = a refutation pass, with its date and verdict · WOUNDED = the pass found a flaw and the entry was rewritten · BUDGETED = the pass checked the recycle-and-draw ledger · lens = the hunt that proposed it.
HAND-WALKED 2026-09-06 (docs/phase0/walks/2026-09-06-issue62-section3.md), issue #62 section 3. OGN-221 Imperial Decree appeared in no entry before this. The walk's additions over the source are the count and the catch: the Repeat makes it six units and not three (820.1.d.1), 820.1.c.3 caps it there so no amount of Energy buys a third batch, and the Decree says 'ANY unit', so it is a symmetric effect that will kill your own bodies in the same turn's combat. Card text verbatim from data/corpus_flat.txt. Trap check: no attack designation; the [Repeat] is paid once, per 820.1.c.3, and the family it kills is not resurrected here; no [Temporary]; no token; no recall. Depends on no unruled reading.
