441.1.c.1 has exactly one user in the pool — Kayle, Justified is the only Game Object that may be Empowered more than once, and Aurok General is the only card that pays for a board of Empowered units
Pieces
- Kayle, Justified ×1
VEN-134 · payoff · order

- Aurok General ×1

[Empower] 3 Energy + 1 Order Power (3 Energy + 1 Order Power: Empower me. Use only if not Empowered.) [Empowered][>] Your units that are [Empowered] have +2 Might (including me).
Payoff
Deck
- Any Order legend: both cards are mono-Order (103.1.b.1) and neither is a Signature card, so 103.2.d.2 forces nothing.
- Neither card is banned or restricted in either format.
- The line is paid entirely in Energy except for one Order Power (Aurok General's [Empower] cost), so it wants a turn with a large Rune Pool rather than a wide board.
Prerequisites
- 441.1.c.1 IS THE RULE AND KAYLE IS ITS ONLY USER. 441.1.b: 'An Empowered Game Object can not be Empowered.' 441.1.c: 'If a Game Object is instructed to be Empowered when it is already Empowered, nothing additional happens.' 441.1.c.1: 'Some effects may grant a Game Object permission to be Empowered multiple times. Such an effect ignores this restriction.' Swept over the whole corpus for that permission — `grep -inE "empowered (up to|more than|any number|multiple)|can be \[?empowered\]? "` — and it returns ONE row, VEN-134 Kayle, Justified. Every other 'When I become [Empowered]' payoff in the pool is a once-per-copy-per-game event with no reset short of a disempowerer.
- ARITHMETIC WITH THE QUANTITIES DECLARED. Kayle enters at Might 3. Each Empower is 3 Energy and she may take three: 9 Energy for +6, so she stands at 9 with [Deflect 3] and [Ganking]. Aurok General is 5 Energy for a 5 Might body and 3 Energy + 1 Order Power to Empower itself; its static then gives +2 to every Empowered unit including itself, so Kayle is 11 and the General is 7. Total: 20 Energy and 1 Order Power for eighteen Might across two bodies, spread over as many turns as you like.
- 441.2 IS WHY NONE OF IT HAS AN UPKEEP. '"Empowered" is a state for Game Objects on the board that other game effects and abilities can reference' — a permanent state, not a 'this turn' effect, so 317.2.c never takes it back and the Energy is spent once. That is the difference between this and every Might package in Calm: the numbers stay up between turns.
- AND NONE OF IT IS A BUFF. Kayle's '+2 for each time I'm [Empowered]' and the General's '+2' are continuous modifiers keyed to a state, so 702.3 ('There can only be one Buff on a Unit at a time') never applies and they stack freely — the same distinction the project drew for Lee Sin, Centered and Soul Shepherd.
- EMPOWERING IS A LIMITED ACTION, WHICH IS NOT A PER-TURN CAP. 441.3 makes it one, and 410.2.a defines a Limited Action as 'a game action that a spell, ability, or circumstance of the turn's progression causes the player to perform. A player cannot perform these actions at-will' — i.e. it must be instructed, not that it is once a turn. Kayle can take all three Empowers in one Main Phase if you have the 9 Energy.
- THE THIRD EMPOWER IS WHERE THE KEYWORDS LAND, AND THEY ARE WORTH MORE THAN THE MIGHT. [Deflect 3] is 809.1.c — 'Spells and abilities an opponent controls that target [me/this] cost an amount of Power equal to [Deflect Value] more to play' — three rainbow Power per choosing, which prices most removal out of the game; and [Ganking] is 810.1.c.3's widened Standard Move, battlefield to battlefield, which a 9 Might body with Deflect 3 is exactly the card for.
- KAYLE IS ALSO THE CHEAPEST REPEATABLE 'YOU EMPOWERED SOMETHING ELSE' EVENT IN THE POOL, AND THAT IS A DECKBUILDING LEAD RATHER THAN AN INGREDIENT. VEN-153 Matriarch of War (Body/Order) reads 'When you empower something else, empower me' — three Kayle Empowers are three such events, where every other card in the pool offers one. It is not in uses[] because the Matriarch is a LEGEND and only pays once per turn anyway (441.1.b leaves her Empowered until her own 'Disempower me, rainbow, exhaust' ability spends the state).
Steps
- Play Kayle, Justified for 3 Energy — a plain Might 3 body with nothing on.
- Pay her [Empower] cost of 3 Energy. She becomes Empowered once: +2 Might, so 5.
- Pay it a second and a third time (3 Energy each). 441.1.c.1 is the permission that lets the second and third payments do anything at all; at three she is Might 9 with [Deflect 3] and [Ganking].
- Play Aurok General for 5 Energy and Empower it for 3 Energy + 1 Order Power.
- Its static now gives +2 to every Empowered unit you control including itself: Kayle is 11, the General is 7, and 441.2 keeps all of it up between turns with no upkeep.
- Move Kayle battlefield to battlefield with [Ganking] (810.1.c.3) and make the opponent pay three rainbow Power for every spell that chooses her (809.1.c).
Per iteration
an 11 Might body with [Deflect 3] and [Ganking] and a 7 Might body beside it, permanently, for 20 Energy and 1 Order Power
How it ends
engine only — Kayle's three Empowers are her printed ceiling and the General's static has no further scaling; the state is permanent (441.2) so there is no per-turn cost and no growth either. Nothing here scores.

HAND-WALKED 2026-09-07 (issue #174, the uncatalogued Calm/Mind/Order lane). VEN-134 Kayle, Justified and VEN-130 Aurok General were both in NO entry before this. Card text verbatim from data/corpus_flat.txt. Citations opened: 103.1.b.1, 103.2.d.2, 317.2.c, 410.2.a, 441.1.b, 441.1.c, 441.1.c.1, 441.2, 441.3, 702.3, 809.1.c, 810.1.c.3. TWO UNIQUENESS CLAIMS, BOTH SWEPT OVER THE WHOLE CORPUS RATHER THAN ASSUMED: Kayle is the only card carrying 441.1.c.1's multiple-Empower permission, and Aurok General is the only card whose payoff reads a board of Empowered units (`grep -inE "units that are \[?Empowered|your \[?empowered"`). The printed marker of the permission is the OMISSION of 'Use only if not Empowered' from Kayle's reminder text, which every other [Empower] card prints — worth noting because it is invisible to a keyword grep. Ban check: neither card is banned or restricted. Trap check: 441.3's 'Limited Action' is not a per-turn cap (410.2.a), so all three Empowers fit in one Main Phase; neither Might source is a Buff, so 702.3 does not cap them; 441.2 makes the state permanent so there is no upkeep and no growth; VEN-153 Matriarch of War is named as a deckbuilding lead and deliberately kept out of uses[]; no unruled reading.
