Safety Inspector's symmetric kill is one-sided under Viktor, Leader — and the Recruit makes the 3 XP redundant
Pieces
- Safety Inspector ×3
UNL-164 · payoff · order
You may spend 3 XP as an additional cost to play me. When you play me, each player must kill one of their units. If you paid my additional cost, you don't kill a unit this way.
- Viktor, Leader ×1
OGN-246 · engine · order
When another non-Recruit unit you control dies, play a 1 Might Recruit unit token into your base.
Payoff
Deck
- Any Order legend: both cards are mono-Order, so 103.1.b.1 admits them under every legend carrying Order, and the pool prints seventeen such legend names. Neither card is a Signature card, so 103.2.d.2 forces nothing.
- Neither card is banned or restricted in either format.
- Viktor must already be on the board and must not be the unit you kill — his clause reads 'another'.
Prerequisites
- THE OPPONENT CHOOSES THEIR OWN CASUALTY, AND [Deflect] NEVER CHARGES. 355.10.e: an object 'chosen in whole or in part by other players' is not a target, and the worked example is verbatim 'Each player kills a unit they control'. 355.10.f says the same for anything a player 'must' complete. So 809.1.c / 809.1.d never impose their Power tax and no targeting restriction applies — but the opponent picks their WORST body. Price this as attrition against a thin board, not as removal.
- WHAT VIKTOR CHANGES: THE 3 XP BECOMES SPARE. The Inspector's own escape hatch is 'You may spend 3 XP as an additional cost… If you paid my additional cost, you don't kill a unit this way'. Under Viktor you do not want that hatch: let the symmetric kill happen, feed it a non-Recruit unit, and Viktor puts a 1-Might Recruit back in your base. The XP stays banked for another sink. And 730.2 makes spending XP a real reduction — the #116 finding that paying XP switches your own [Level] abilities off — so NOT paying it is worth more than the body it saves.
- THE TWO HALVES ARE ALTERNATIVES, NOT COMPLEMENTS. If you do pay the 3 XP, no friendly unit dies, so Viktor's trigger never fires and there is no Recruit. The line is: pay XP and keep the body, or keep the XP and trade the body for a Recruit. It can never do both.
- ARITHMETIC WITH THE QUANTITIES DECLARED. Each Inspector is 5 Energy + 1 Order Power and puts a 3-Might body on your board, removes one enemy body of the opponent's choosing, and converts one of your non-Recruit bodies into a 1-Might Recruit token in your base. Three copies is three such exchanges (103.2.b). Against an opponent with exactly one unit it is genuine removal; against a wide board it is their smallest token.
- FEED IT SOMETHING THAT WAS ALREADY DYING. The cheapest friendly casualty is a body under a death sentence — a [Temporary] permanent on its scheduled turn (816.1.b) is not available, because the Inspector's kill happens in your Main Phase and the [Temporary] fires in the Beginning Phase before it. A spent body that has already moved and attacked is the honest answer, and it comes back as a Recruit.
- THE RECRUIT IS BORN AT THE BASE AND ENTERS EXHAUSTED. 'Play a 1 :rb_might: Recruit unit token into your base' is a printed destination, so 355.2.a never comes up, and 143.4 makes it enter exhausted; it is next turn's fuel or next turn's walker, never this turn's.
- A RECRUIT REFUNDS NOTHING. Viktor's clause is 'another NON-RECRUIT unit', so a second Inspector fed the Recruit the first one made produces no Recruit. The refund does not chain.
Steps
- Play Viktor, Leader (4 Energy + 1 Order Power) and let him settle on the board.
- Play Safety Inspector for 5 Energy + 1 Order Power WITHOUT paying the 3 XP additional cost.
- Its play trigger resolves: each player must kill one of their units (355.10.e — each of you chooses your own).
- Kill a non-Recruit unit of yours that has already done its work; the opponent kills whichever of theirs they like least.
- Viktor's trigger fires and puts a 1 Might Recruit token into your base.
- You are left with the Inspector's 3-Might body, a Recruit, and one fewer enemy unit, with the 3 XP still banked. Repeat with the second and third copies (103.2.b).
Per iteration
one enemy body of the opponent's choosing removed and a 3 Might body played, for 5 Energy + 1 Order Power and a spent body that returns as a Recruit
How it ends
engine only — three Safety Inspectors a game, each consumed, and the refund never chains because Viktor excludes Recruits; nothing here scores

HAND-WALKED 2026-09-07 (issue #168, matrix group 23, friendly-dies x OGN-246, second partner). UNL-164 Safety Inspector was in NO entry before this. Card text verbatim from data/corpus_flat.txt. Citations opened: 103.1.b.1, 103.2.b, 103.2.d.2, 143.4, 355.2.a, 355.10.e, 355.10.f, 730.2, 809.1.c, 809.1.d, 816.1.b. Distinct from viktor-leader-sprite-queen-free-bodies (a scheduled token death every turn, free bodies) and from viktor-leader-bottled-constellation-refund (the refund halving a point's body bill): here the death is the cost of a REMOVAL spell-on-a-body, and the finding is that Viktor makes the Inspector's own 3 XP escape hatch the worse of the two options. Ban check: neither card is banned or restricted. Trap check: the opponent chooses their casualty (355.10.e), so this is attrition and not aimed removal, and it is stated in the first notable; the XP half and the Viktor half are mutually exclusive; the refund does not chain; no token recursion is claimed (186.1); no Recall, no Repeat, no unruled reading.
