Deck
- Both cards are mono-Calm, so 103.1.b.3 admits any legend with Calm in its pair.
- Neither card is banned or restricted in either format, and neither is a Signature card.
- Power held open on the opponent's turn for Crumbling Sands: 164.2.b's cost is the recycle, so an already-exhausted rune still pays it, but 415.3.a means a rune tapped for ENERGY is gone until your Awakening. CORRECTED 2026-10-24 (#448, from the run play docs/plays/2026-10-23-decree-of-focus-takes-the-first-spell-crumbling-sands-the-second-and-the-free-answer-is-the-empty-battlefield.md): the prerequisite is correct, and in practice it is one ready rune plus a Calm rune in any state, which may be the same rune. What it does not say is that the Power is a rune off your board: 416.1, 'Recycling cards is the action in which a player takes one or more cards from a specific zone and then puts it on the bottom of the corresponding deck.', and 416.1.b, 'Runes are Recycled to the Rune Deck.' It returns only when channelled again (430.1: 'Channeling is the action of taking one or more Runes from the top of a player's Rune Deck and putting them on the board.'), so for the turns that follow you are a rune down. The play's 'for the rest of the game' is not applied: the rune is at the bottom of the Rune Deck, not out of the game.

Prerequisites
- THE CONDITION IS A SEQUENCING TAX, NOT A DECKBUILDING ONE. Crumbling Sands needs an opponent to have played ANOTHER spell this turn, so it can never answer the first spell of a turn - which is exactly the spell a player leads with when they suspect a counter. In practice it answers the second half of a two-spell turn, and against a deck that casts one big spell a turn it is blank. That is why the tiered suite matters: OGN-045 Defy (1 Energy + 1 Power, only against a spell costing no more than 4 Energy and no more than 1 rainbow, and 206 reads the PRINTED cost), SFD-045 Not So Fast (2 + 1, only against something that chooses a friendly unit or gear), OGN-064 Wind Wall (3 + 2, unconditional) and OGN-080 Mystic Reversal (4 + 3, unconditional and it keeps the spell). A list picks its conditions to cover each other, and this is the cheapest and narrowest of them. CORRECTED 2026-10-24 (#448, from the run play docs/plays/2026-10-23-decree-of-focus-takes-the-first-spell-crumbling-sands-the-second-and-the-free-answer-is-the-empty-battlefield.md): blank against more than one big spell a turn. Crumbling Sands is blank against ANY turn with one spell in it, whatever the spell costs, and the pair is blank together against a turn with no spell and no fight: in the walk the opponent's free answer was to walk into the empty battlefield, a non-combat showdown, where neither card can be cast. And the cheapest of the suite is not this card alone: Defy costs the same, E1 and one Calm Power.
- AND COUNTERING REFUNDS NOTHING, WHICH IS WHY EVEN THE NARROW ONE IS WORTH A SLOT. 425.1.c: 'Countering does not refund any costs paid to play a card, activate an ability, or trigger an ability', 425.1.c.1 'This includes additional costs', and 425.1.b makes a countered card 'not considered to have been played', so its play triggers fail too. One Energy and one Power answering a spell they have already paid for is the best rate in the domain when the condition is met. [2026-10-24: CORRECTED (#446). The 425.1.b quote above is cut off and reads wider than the rule. The whole paragraph is: '425.1.b. A card that is Countered is not considered to have been played for abilities that trigger on cards being played.' The scope clause matters: a countered card is not played only for TRIGGERS on cards being played, so its play triggers fail (the conclusion stands) but it is not erased as played for anything else. No count in this entry depends on the narrower scope: Crumbling Sands asks whether an opponent has played another spell this turn, a condition on its own text and not an ability that triggers on a card being played, so a spell countered earlier in the turn is not shown to be unplayed by 425.1.b, and the sequencing tax stays as stated or gets no worse.]
- THE DECREE CYCLE IS SIX CARDS IN THREE MIRRORED PAIRS OF OPPOSED DOMAINS, AND THIS IS THE CALM ONE. VEN-015 Decree of Rage (Fury, names an enemy CALM unit), VEN-040 Decree of Focus (Calm, names an enemy FURY unit or spell), VEN-061 Decree of Insight (Mind, names an enemy BODY unit), VEN-085 Decree of Strength (Body, names a MIND card in their hand), VEN-107 Decree of Discord (Chaos, names enemy ORDER units), VEN-131 Decree of Unity (Order, names an enemy CHAOS unit or gear). Fury against Calm, Mind against Body, Chaos against Order - so what a Decree is worth is entirely a question of what the opponent is playing.
- AND THE CALM ONE IS THE ONLY MEMBER THAT PROTECTS RATHER THAN REMOVES. Its +4 is the biggest single pump in the domain for one Energy, and its condition has two independent halves - 'in combat WITH an enemy Fury unit' (740.2.c defines being in combat as occupying a battlefield where combat is ongoing with a designation) or 'being chosen by an enemy Fury spell'. The second half is what makes it a save: 813.1.c.1's Closed State is exactly when their removal spell is on the Chain, and +4 Might can take a body out of a damage threshold before it resolves.
- 465.2.c IS WHY THE +4 IS REAL. Each side assigns damage equal to their summed Might and it is read at assignment, so a pump bought at [Reaction] speed is in the sum. And it is a modifier, not a 702 buff, so 702.3's cap is silent and it stacks with everything else in this walk.
- WHAT IT IS NOT. Nothing here scores; 469 defines Scoring as Conquer or Hold. And neither card touches an ABILITY - Crumbling Sands says 'a spell'.
- WHAT THE PAIR COVERS BETWEEN THEM - ADDED 2026-10-24 (#448, from the run play docs/plays/2026-10-23-decree-of-focus-takes-the-first-spell-crumbling-sands-the-second-and-the-free-answer-is-the-empty-battlefield.md). The one Fury spell no counter reaches is VEN-015 Decree of Rage (Fury, E1 P1, '[Action] (Play on your turn or in showdowns.) This can't be countered. Deal 4 to an enemy Calm (:rb_rune_calm:) unit.'), the only one of the walked pool's 62 spells that prints it; Defy's cap (OGN-045, '[Reaction] (Play any time, even before spells and abilities resolve.) Counter a spell that costs no more than :rb_energy_4: and no more than :rb_rune_rainbow:.') leaves out eleven more, all of them inside Crumbling Sands' reach as a second spell. Decree of Rage is a Fury spell choosing your Calm unit, which is Decree of Focus's second half, and +4 against 4 damage keeps any unit printed at 1 Might or more alive (142.4.b: 'Lethal Damage for a Unit is a non-zero amount greater than or equal to that Unit’s Might.'). A Might 0 unit still dies.
- NO ANSWER WAS NAMED - ADDED 2026-10-24 (#448, from the run play docs/plays/2026-10-23-decree-of-focus-takes-the-first-spell-crumbling-sands-the-second-and-the-free-answer-is-the-empty-battlefield.md). These are from the walked Fury/Chaos Draven census (247 cards), not every deck's answers. The free one is the empty battlefield: a turn that casts no spell and starts no fight gives neither card anything to do, and in the walk the Saboteur walked to the empty battlefield and the game ended 3 to 3. Fighting into both, they need a third one-rune spell after Crumbling Sands is spent: OGN-009 Hextech Ray ('[Action] (Play on your turn or in showdowns.) Deal 3 to a unit at a battlefield.'), UNL-014 Monster Harpoon ('[Action] (Play on your turn or in showdowns.) Deal 2 to a unit at a battlefield. If you control a facedown card, deal 4 to it instead.'), OGN-169 Gust ('[Reaction] (Play any time, even before spells and abilities resolve.) Return a unit at a battlefield with 3 :rb_might: or less to its owner's hand.') or OGN-004 Cleave ('[Action] (Play on your turn or in showdowns.) Give a unit [Assault 3] this turn. (+3 :rb_might: while it's an attacker.)'). Gust is Chaos, so Decree of Focus cannot answer it outside a combat with an enemy Fury unit.
Steps
- Leave 1 Energy and 1 Power open on the opponent's turn. 164.2.b pays the Power from a rune already tapped for Energy; 415.3.a is why the Energy itself has to be saved. CORRECTED 2026-10-24 (#448, from the run play docs/plays/2026-10-23-decree-of-focus-takes-the-first-spell-crumbling-sands-the-second-and-the-free-answer-is-the-empty-battlefield.md): correct, and the Power is a rune you recycle, at the bottom of your Rune Deck until channelled again (416.1, 416.1.b, 430.1; see the prerequisite).
- Let their first spell resolve - Crumbling Sands cannot answer it. CORRECTED 2026-10-24 (#448, from the run play docs/plays/2026-10-23-decree-of-focus-takes-the-first-spell-crumbling-sands-the-second-and-the-free-answer-is-the-empty-battlefield.md): it does not have to. Crumbling Sands' condition is not a trigger, and 419.4.b reads it at Finalization: 'Non-triggered abilities that check cards being played do so by means of referencing whether said cards have been Finalized.' Its first example is 'A player plays a spell, which is countered by Defy. Any Legion abilities of game objects controlled by that same player will be active.' So once their first spell is Finalized it counts, whether it is still on the Chain or was countered, and Crumbling Sands can counter a second spell while the first has not resolved. Nor is it the first spell Crumbling Sands cannot answer, only the first spell of the turn: Decree of Focus can, when that spell is a Fury spell choosing your unit.
- Counter the second (1 Energy + 1 Power). 425.1.c refunds them nothing and 425.1.b means its play triggers never happen.
- Against a Fury deck, hold Decree of Focus instead: 1 Energy for +4 Might on a friendly unit in combat with an enemy Fury unit, or on one their Fury spell has just chosen.
- Play the Decree while their spell is on the Chain (813.1.c.1) - 465.2.c and any damage threshold read the new Might.
Per iteration
one spell countered for 1 Energy + 1 Power once they have cast a second, or +4 Might for 1 Energy against a Fury deck
How it ends
engine only - three of each by 103.2.b, and each is blank against the board it was not written for; nothing here scores CORRECTED 2026-10-24 (#448, from the run play docs/plays/2026-10-23-decree-of-focus-takes-the-first-spell-crumbling-sands-the-second-and-the-free-answer-is-the-empty-battlefield.md): walked going first under OGN-261 Radiant Dawn against a Fury/Chaos Draven deck, Decree of Focus answered the first spell (Hextech Ray on a Ramhound in combat with a Fury unit) and Crumbling Sands the second (Cleave): 1 to 0 after their T2 and 3 to 2 after their T4, against 3 to 3 with OGN-044 Clockwork Keeper in both slots. Defy in Crumbling Sands' slot gives 3 to 2 for the same rune.

HAND-WALKED 2026-09-07 (issue #188). The first entry to use VEN-039 Crumbling Sands or VEN-040 Decree of Focus. Card text verbatim from data/corpus_flat.txt. Citations opened and quoted: 103.1.b.3, 103.2.b, 164.2.b, 206, 415.3.a, 425.1.b, 425.1.c, 425.1.c.1, 465.2.c, 469, 702.3, 740.2.c, 813.1.c.1. The Decree cycle was enumerated in issue #180 and is restated here with the Calm member walked; it is the only one of the six that protects rather than removes. Companion to mystic-reversal-defy-counter-tiers from batch 4, which argues the tiering; this entry is the bottom tier and states plainly when it is blank. Ban check: neither card is banned or restricted; neither is a Signature card. No unruled reading. RENAMED AND CORRECTED 2026-10-24 (#448, from the run play docs/plays/2026-10-23-decree-of-focus-takes-the-first-spell-crumbling-sands-the-second-and-the-free-answer-is-the-empty-battlefield.md). The name was 'The cheapest answers in Calm are one Energy each and neither is castable on the first spell of a turn': only Crumbling Sands has the first-spell limit, and Crumbling Sands' Power makes 'one Energy each' half the cost. Its Leads are applied as dated notes on both uses, the open-mana prerequisite, the SEQUENCING TAX notable, steps 1 and 2 and terminatesIn, plus two ADDED notables (what the pair covers; the answers). The pool counts (252 folded by name, 247 legal, 62 spells, 154 units, 30 and 76 Chaos only, 11 spells outside Defy's cap, VEN-015 the only 'can't be countered') were re-counted on 2026-10-24 from data/cards.json. The #446 note on 425.1.b is left as it is. Citations added: 142.4.b, 416.1, 416.1.b, 419.4.b, 430.1. Still depends on no unruled reading.
